Delegación internacional, CNTC denuncian asesinatos, irregularidades en el proceso electoral

Representantes de una delegación internacional de La Voz de los de Abajo anunciaron esta mañana, 28 de noviembre, ante medios nacionales e internacionales, que la Red de Solidaridad con Honduras no ratifica los resultados oficiales del Tribunal Supremo Electoral (TSE), denunciando irregularidades, intimidaciones y asesinatos en el proceso electoral.

“Estamos preocupados por la violencia y el acoso contra la oposición política, los defensores de derechos humanos, campesinos y comunidades indígenas,” manifestó Vicki Cervantes, miembra de La Voz de los de Abajo, dando lectura a un informe preliminar de las observaciones de la delegación de observación electoral patrocinada por la Red de Solidaridad con Honduras (HSN, por sus siglas en inglés).

La delegación de La Voz de los de Abajo llegó al país el 15 de noviembre, señaló Alexy Lanza, y con una visión hacia la justicia social, ha venido acompañando el proceso democrático antes, durante y después de las elecciones. El grupo de Chicago forma parte de la HSN, que coordinó la presencia de más de 170 observadores electorales acreditados por el TSE.

Les acompañaban a los integrantes de la delegación internacional en la sede del Comité de Familiares de los Detenidos-Desaparecidos de Honduras (COFADEH), miembros del Central Nacional de Trabajadores Campesinos (CNTC), quienes denunciaron dos casos de asesinatos que se han dado en estos días.

“Estamos aquí para aprovechar el espacio y condenar a la vez los crímenes que se han dado en los últimos días,” dijo Franklin Almendares, Secretario General del CNTC.

Denunció los asesinatos el día 23 de noviembre, el día antes de las elecciones, de María Amparo Pineda Duarte y Julio Ramón Araujo Maradiaga en el municipio de Cantarranas, Francisco Morazán. Pineda Duarte era Presidente de la Cooperativa El Carbón, de la cual era miembro también Araujo Maradiaga.

“Ellos sufrieron amenazas desde hace mucho tiempo,” apuntó Almendares, señalando que unas amenazas provenían de un regidor del Partido Nacional en el municipio que pretende ser dueño de la tierra, a pesar de que la cooperativa obtuvo su título en el 2002. También avisó que los asesinatos de los integrantes de la Cooperativa El Carbón pudieran tener una vinculación política. “Los compañeros eran líderes del Partido Libertad y Refundación del sector de Cantarranas, departamento de Francisco Morazán,” dijo.

Ocurrió otro caso, denunció Almendares. El 27 de noviembre fue asesinado y decapitado Gilberto Lara del grupo campesino de La Laguna, en el departamento de Santa Bárbara. “Como CNTC, hemos tenido, después del golpe de Estado, más de 103 compañeros y compañeras que han sido asesinados y queremos que esto no se quede en la impunidad,” añadió.

“Son personas que son olvidadas,” dijo Florencia López, una familiar de María Amparo Pineda Duarte. “Estamos aquí para pedir justicia”.

La Voz de los de Abajo observó más de 100 mesas electorales en la zona norte, con una presencia en Yoro, Copán, Colón, Ocotepeque, Lempira y Santa Bárbara. Otro grupo se quedó en Tegucigalpa. Sus observadores fueron testigos de la compra de votos de distintas maneras, una intimidación de observadores y acompañantes electorales, y actos de violencia e intimidación.

La delegación misma fue sometida a una redada por agentes de migración al terminar una capacitación oficial de observación electoral por parte del TSE en El Progreso. “Durante la redada, los observadores fueron intimidados y algunos fueron amenazados con la deportación,” según el informe preliminar de la organización. Grupos de Alemania, El Salvador y Brasil también reportaron hostigamientos por arte de agentes de migración, destacó Cervantes.

Debido a las amenazas y violencia antes y durante las elecciones, las discrepancias en los datos de conteo, y el hecho de que no han sido procesados todos los votos, la Red de Solidaridad con Honduras informó que no puede ratificar los resultados oficiales que han sido anunciados por el TSE. De igual forma, los representantes de La Voz de los de Abajo cuestionaron el silencio de los medios en cuanto a los asesinatos y actos de intimidaciones que se dieron en el contexto electoral.

Vast Inconsistencies on Honduran TSE Site Call Announced Results into Question

Data from the Official TSE site is showing vast inconsistencies in the data relayed from the vote tally sheets to the final count. If one investigates this link: http://54.243.208.227/app_dev.php/divulgacionmonitoreo/reporte-acta/8575, you’ll find that the votes from this official tally sheet have not been added to the sum total of votes. A rough investigation by HSN/AGJ researchers showed five tally sheets (#8575, #8583, #8587, #15261, #15266). Each of these can be investigated from the site linked above.

Pronouncement from the Center Economic and Policy Research

“The official results as being reported by Honduras’ electoral authorities (the TSE) are being disputed by two of the political parties and presidential candidates: Xiomara Castro of the LIBRE party (who the TSE says finished second, based on 54 percent of electoral tallies counted) and Salvador Nasralla of the Anti-Corruption Party (PAC) (who the TSE says finished fourth). Nasralla told various TV and radio outlets last night that the results reported by the TSE did not match those that were transmitted to the parties. As part of the counting process, tally results from the voting centers are shared with the parties.

“Although some international observers reported that the process was clean, transparent, and peaceful, many other observers reported various violations and irregularities throughout the day, both during voting and the tally-counting process. Honduran media outlets and international observers reported that some voting centers were closed off and guarded by military in a violation of requirements that public access to the centers is supposed to be guaranteed. In other centers, international observers were told to leave as they attempted to witness the counting process.

“During the voting, observers witnessed various incidents of apparent party allegiance buying, where voting center representatives of small parties may have sold their representation to the National Party, as well as National Party intimidation and threats against observers and other party representatives. There are also allegations, with purported photo evidence, of vote-buying by the National Party in various voting centers. These are among other irregularities reported by human rights organizations, lawyers’ delegations, and others, and documented here, here, and here. Further, the murder of two LIBRE leaders on the eve of the elections as well as the murder of five people in Mosquitia, which led to the suspension of the electoral process in the local community, were notable and serious violent incidents that impacted the election.

“Regardless of the final outcome, Honduras’ century-long two-party dominance of the political system has been broken. The LIBRE especially has emerged as a major political force, institutionalizing in a political way the massive social movement that erupted in opposition to the 2009 coup and offering greater representation to the interests of Honduras’ historically disenfranchised sectors.”

The Summary Report from CESPAD’s Observers Today (ENGLISH)

Thanks to the The Center for Economic and Policy Research (CEPR) for the translation of the following mini-report of CESPAD’s observation work today!

5:21 P.M. EST: The Plataforma Ciudadana de Jóvenes del Centro de Estudio para la Democracia (CESPAD) has issued a report detailing their findings of their observations today. Among these are:

  • Late arrival of electoral materials to the MER, in at least 27% of the polling stations observed.
  • Only 35% of MER opened between 6:30 and 7:00 a.m., the remaining 65% opened between 7:30 and 9:00 AM.
  • Only 55% of the MER had representation from all party participants in the race.
  • The presence of credentials with names or photos, which presents evidence of trafficking of credentials to the benefit of a particular party.
  • The presence of national and international election observers has been significant. According to our reports, 69% of the MER have registered their presence. However, in some cases there have been obstructions to the performance of their functions and intimidation by party members and military personnel (see testimonials at the end of this text).
  • There is a high disregard for the provisions of the law regarding the presence of electoral propaganda near voting centers. In 46% of the MER, propaganda was located at a distance of less than 50 meters.
  • Also, the absence of electoral registry trustees in an unknown number of MER, that in some cases hindered the start of voting at the time established by the Electoral Act.

The report also describes several incidents that CESPAD observers encountered throughout the day, including one in which four CESPAD and Lutheran World Foundation observers were escorted away from tables 8979 and 8961 of the United Nations School voting center in Villa Nueva, Tegucigalpa, without explanation.

Denuncian Agresiones e Intimidaciones contra observadores de CESPAD en La Ceiba y la Colonia Mayangle (ESPANOL)

Miembros de la Plataforma Ciudadana de Jóvenes del Centro de Estudio para la Democracia –CESPAD- denuncian  agresiones e intimidaciones de que son objeto por parte de activistas del partido nacional, quienes han pretendido manipular las mesas electorales en los lugares donde están haciendo observación electoral.
La primera denuncia la realizó Carlos Matute, quien informó que en el centro de educación pre-escolar Clara Bartón, de la ciudad de La Ceiba, algunos activistas reconocidos del partido nacional  se acercaron a los observadores diciéndole: “Saben dónde están parados. Ni sabés en que zona estás. Yo que ustedes lo pensarían dos veces al estar aquí”.
Esa frase fue emitida a Carlos Matute, observador oficialmente acreditado por el CESPAD, ante el Tribunal Supremo de Elecciones –TSE-, quien además agregó, “mientras nos decía eso, el ex aspirante a la municipalidad de La Ceiba, por el movimiento de Miguel Pastor, siempre del partido Nacional, tenía su mano en mi hombro, apretándolo  muy fuertemente”.

Matute explicó que la intimidación de debió a que en horas de la mañana, trascendió la denuncia de que en ese centro de votación una de las urnas tenía en su interior unos cien votos marcados. Las y los observadores se apresuraron a denunciar lo que estaba ocurriendo, mientras las urnas en cuestión fueron decomisadas. Esa situación incomodó sobremanera a los denunciados, quienes exteriorizaron después, frases intimidatorias en contra de quienes observan el desarrollo de las elecciones.

En Tegucigalpa, intimidan  observadores en la colonia Mayangle
En el instituto Renacimiento, uno de los centros de votación ubicados en la colonia Mayangle, de Tegucigalpa, Cintya Raquel Fiallos Palencia, una de las observadoras del CESPAD, denuncia la intimidación constante que le están profiriendo miembros del partido nacional que están ubicados en una carpa desde la cual, están proveyendo alimentación a todos los miembros de la mesa electoral de ese centro.
“Nos están señalando y cuestionando nuestra presencia aquí. Es un acto de intimidación que no debería ocurrir particularmente cuando se trata de transparentar estas elecciones”, dijo Fiallos, quien es parte de los observadores no oficiales que forman parte de la Plataforma Ciudadana del CESPAD, y quien aunque tiene restricciones legales para observar, puede hacerlo a cierta distancia.
“Aun así, quieren que nos vayamos y que dejemos sólo todo el perímetro; hasta fotos me están tomando”, agregó Fiallos, quien dijo sentirse atemorizada por el constante señalamiento y exhortación a que se vaya de ese centro de votación.

Military Presence at Radio Globo

The announcer is quoted: “We have not requested this [military] presence. They want to use this to pressure us and shut us up, but Radio Globo will be on the air, whatever it takes…”

HSN Note: Radio Globo was one of the few media outlets to refuse to sign the “Media Pact,” in which major media outlets essentially gave up their right to contradict government pronouncements on the election.

Radio Globo denuncia en este momento, al filo de las 6:20 am, que autoridades militares llegaron desde anoche al Cerro de Canta Gallo, donde se instalan los equipos de transmisión de señales de radio Globo y Canal 11, medios que no se sometieron a la mordaza mediática que el TSE pretende imponer en el país

Desde anoche los militares se han tomado las instalaciones donde se ubican las antenas de transmisión de Radio Globo, Globo TV y Canal 11. No podemos callar frente a este nuevo atropello de las Fuerzas Armadas de Honduras.

Un triste recordatorio de como el 28 de junio de 2009 los militares asaltaron las instalaciones, lanzaron ácido, rompieron cables y portones para dejar a Radio Globo fuera del aire.

Este es un nuevo atentado contra la libertad de expresión y una amenaza contra la vida. Se pidieron explicaciones a los voceros militares pero nadie se responsabilizó de semejante abuso.

Pedimos al Presidente que intervenga, llame al jefe de las FFAAH a que explique porqué la militarización de las antenas de radio y televisión ubicadas al oriente de la capital.

Radio Globo denounces, that at this time, approxmiately 6:20am, military authorities arrived, since last night, at the antennas of transmission for Radio Globo and Channel 11 , stations which did not submit to the gag order that the TSE (Honduran Supreme Electoral Tribunal) aims to impose on the country.

Since last night the military have occupied the facilities where the antennas are of transmission of Radio Globo, Globo TV and Channel 11. We can not remain silent against this new attack of the armed forces of Honduras.

A sad reminder of how on June 28, 2009 the military raided facilities, they threw acid, smashed cables and gates to take Radio Globo out of the air.

This is a new attack on freedom of expression and a threat to life. Requests for explanation were made to military spokesmen, but nobody has taken responsibility for the abuse.

We call on the President to intervene, call the head of the FFAAH to explain the radio and television antennas located to the East of the capital have been militarized.
